New CBP Requirements from China: 03/18/2023

U.S. Customs and Border Protection has updated the data requirements for manufacturer ID (MID) in an effort to uphold and enforce the Uyghur Forced Labor Prevention Act (UFLPA).  

Starting on March 18, 2023, CBP will now require a 6-digit postal code on all MID add submissions made when the manufacturer resides within China.  CBP will also require the postal code for the “MF” party submitted for Cargo Release records.

If the postal code is not reported, a reject will occur on the MID add or a reject of the Cargo Release.

When sending supplier information, please be sure to include the full address with postal code to avoid any processing delays.  For current suppliers already in our system, we will reach out to you if more information is needed. Thank you!

The UFLPA (Public Law No. 117-78)  was enacted on December 23, 2021, with an effective date of June 21, 2022.  This law prohibits the importation of goods into the U.S. manufactured wholly or in part with forced labor in the People’s Republic of China, especially from the Xinjiang Uyghur Autonomous Region, or Xinjiang.  A UFLPA Entity List has been established to identify the entities that partake in or are connected to entities that practice forced labor.  Here is a link to a report by the Department of Labor regarding forced labor in Xinjiang.

As CBP updates its reporting requirements, it is important that the full and correct information is shared with your customs broker when the shipment is booked and ISF information is sent for filing.  As an importer it is your responsibility to ensure you are doing  your due diligence in having a secure logistics pipeline and are fully aware of who you are doing business with overseas.
